What to do when CMMC fill-ins are blank or the documents conflict

Frame a narrow question that identifies the conflicting text and its effect on preparing the offer.

A blank level field is an unresolved requirement. It is not permission to select your preferred level. Conflicting cyber language creates a similar problem: the writer may be able to produce a polished response while the team still lacks a shared understanding of what the government is asking. Surface the uncertainty early enough for a useful answer.

First check whether you really have the complete current package. A fill-in may appear in an amendment, a separate schedule or the full-text clause attachment. Check the official notice and attachment list before asking a question that the latest amendment already resolves. Preserve the retrieval date and document version.

Describe the conflict precisely

In the standard 252.204-7025 provision, the contracting officer inserts the required CMMC level. Actual procurement text may include a deviation or different organization. Identify the exact location of the blank or conflicting statement rather than asking “Is CMMC required?” without context.

Fictional Meridian Bench Services finds an unfilled CMMC level in Appendix D and a Level 2 reference in a proposal checklist. The checklist does not specify the route. The team creates a two-row note and asks its contracts lead to review the question before sending it through the solicitation’s required channel.

LocationObserved languageEffect on the offer
Appendix D, paragraph BRequired level field unfilledCannot identify exact status requirement
Checklist, item 18Level 2 reference without routeCannot reconcile evidence requested

Ask for the decision the team needs

A useful fictional question is: “Appendix D paragraph B leaves the required CMMC level unfilled, while checklist item 18 refers to Level 2. Please identify the applicable level and assessment route for this acquisition, and the proposal information required to demonstrate the requirement. Please also identify any amended or deviated text that should govern the response.”

The example identifies the conflict, requests an answer and avoids making the company’s status the premise of the question. Adapt it to the actual documents. Do not include controlled data, internal security weaknesses or competitor information in a question that may be made public.

Use the authorized exchange process

FAR 15.201 discusses exchanges before receipt of proposals and the contracting officer’s role after solicitation release. The actual solicitation controls the question channel, format and deadline, subject to applicable law and policy. Read those instructions; an informal conversation is not a substitute for the response mechanism the acquisition specifies.

Log when and where the question was submitted, who owns follow-up, and what release decision depends on the answer. If no answer arrives, escalate internally to the authorized bid decision-maker. This website cannot determine whether to submit an offer, take exception, protest or withdraw; those choices may require counsel and acquisition-specific analysis.

Close the question with evidence

When an answer is posted, read it alongside any amendment and the full affected documents. FAR 15.206 addresses amendments when requirements or terms change in the acquisition context it covers. Do not assume every email has the same effect as an amendment. Retain the official location and let the authorized reviewer determine the response implications.

  • Quote only the minimum necessary request in the internal log.
  • Record the official answer’s location and date.
  • Identify which draft claims and attachments are affected.
  • Assign each correction and verify it in the final files.
  • Check whether amendment acknowledgment is required.

Finally, update the requirements interpretation record. A resolved question should leave a trace of what changed and why. That trace helps the next writer avoid reviving the old ambiguity when using an earlier draft or template. The goal is a supportable response to the actual acquisition, not the appearance of certainty where the source package remains unclear.
